What is a Building Work Contractor's Licence?

If you want to run your own building business in South Australia quoting jobs, signing contracts, taking on clients directly you need this licence from Consumer and Business Services (CBS). It’s separate from a trade certificate, and separate from a White Card.

Quick Answer:

Anyone running a business that carries out or organises building work for other people, or for the sale or lease of land or buildings, needs to be licensed including subcontractors. If you're an employee working for a licensed contractor, you don't need your own licence. The moment you're the one signing the contract with the client, you do.

This guide reflects the pathway as at 2026. CBS can update the specific units and conditions it accepts, so always confirm current detail directly with CBS on 131 882 (option 4) before you enrol or apply.

The Two Licences People Confuse

This is where most of the trouble starts, so it’s worth being blunt about it.

On-site expertise

Supervisor Registration

Lets you do or supervise the technical building work on site.

  • Requires a technical interview at a CBS office
  • Assessed against published performance criteria
  • One interview allowed per application

Does not let you sign contracts or run the business.

Business & contracts

Contractor Licence

Lets you run the business and contract directly with clients.

  • Requires the 6 CBS business criteria units
  • Requires a National Police Certificate
  • May require net assets or indemnity insurance

Does not qualify you to do the technical work yourself.

Sole traders generally apply for both at once. Companies hold the contractor licence and must nominate a registered supervisor if none is nominated, CBS suspends the licence 28 days after it’s granted.

The 6-Step Pathway to Your Licence

Here’s the order CBS actually expects, step by step.

  1. Building Work Supervisor Registration

Show trade certificates and evidence of hands-on experience matching the specific condition you're applying for, plus a completed Work History and On-Site Experience Record. If you clear that bar, you're invited to a technical interview at a CBS office, assessed against published performance criteria. Only apply for conditions your real experience supports "any building work" requires demonstrated experience across high rise commercial, high-rise residential and major civil construction.

  2. Meet the CBS Business Criteria

Separate from supervisor registration, you need to demonstrate business knowledge quoting, variations, insurance, payments, dispute resolution. For a general residential builder's licence, CBS accepts completion of specific units, commonly six, delivered by a registered training organisation. You only strictly need those six units but the full CPC40120 Certificate IV includes them plus a complete, nationally recognised qualification.

  3. National Police Certificate

Include a current NPC, no more than 12 months old, with your application. You may be exempt if you've already lodged one with CBS in the last year, or already supplied one for a different licence under the same Act.

  4. Financial & Insurance Requirements

Requirements vary by licence type: roughly $10,000 in net assets for specified building work, a certificate of eligibility for building indemnity insurance for major residential construction, or a declaration of financial resources for industrial, commercial and civil builders.

  5. Submit Your Application to CBS

Apply online, then print, sign, scan and upload your form or call CBS to discuss alternatives. Once approved, you'll have your photo taken and an ID check before your licence card is issued, with the option to add it to the mySAGOV app.

  6. Submit your Application and Get Licensed

Apply online through CBS, then print, sign, scan and upload your documents. Once approved, you'll have your photo taken and an ID check before your licence card is issued with the option to carry it digitally via the mySAGOV app.

What Slows Applications Down

A few patterns show up repeatedly in applications CBS sends back or delays.

  1. Vague or Inconsistent Work History

If your application says one thing, your project evidence says another, and your interview answers say a third that's a problem. Detail and consistency matter more than volume.

  2. Applying for a Broader Condition than Your Evidence Supports

Going for "general" or "any building work" when your real experience sits in a narrower band almost always backfires. Get licensed for what you can prove, and add conditions later.

  3. Being Underprepared for the Technical Interview

It's a genuine assessment against published performance criteria, not a box ticking conversation and you only get one shot per application.

Frequently Asked Questions

For the contractor licence's business criteria requirement specifically, you only need the units CBS currently accepts, often six. The full CPC40120 Certificate IV includes those units within a broader 19 unit qualification, useful if you also want the full credential or are pursuing supervisor registration via a qualification pathway.

Supervisor registration lets you do or oversee the technical building work. A contractor licence lets you run the business and sign contracts with clients. Most sole traders need both.

You need to hold the licence and registration before contracting or supervising work under those conditions. Check current CBS processing time estimates so you can plan realistically.

Not necessarily. If you've lodged an NPC with CBS within the last 12 months, or already supplied one for a different licence under the same Act, you may be exempt. Confirm with CBS directly.

No. The qualification helps you meet the business criteria component and prepares you for much of what the technical interview covers, but CBS assesses your full application independently. Completion of training does not automatically result in registration or a licence.

This depends on the specific units and current CBS guidance. Confirm with CBS or your training provider before enrolling if delivery mode matters to your situation.
